What it does

PolicyCenter is the policy-administration leg of Guidewire InsuranceSuite. Founded inside Guidewire in the early 2000s; PolicyCenter 3.0 shipped in 2008; the product has been the reference modern PAS for global P&C carriers for a decade and a half.

What it does. PolicyCenter manages product configuration, quoting, binding, issuance, endorsements, mid-term changes, renewals, and cancellations. Carriers plug external rating engines (Earnix, Akur8, internal systems) into PolicyCenter via integration layers that have hardened over two decades of implementations.

Named customers. Aviva, Chubb USA, USAA, The Hartford, and QBE Insurance appear in publicly indexed customer databases. The deployment list spans Americas, EMEA, and APAC; the Guidewire Australia concentration is unusually high — virtually every Australian P&C carrier runs at least one Guidewire product.

Where it sits in old → new → AI. PolicyCenter replaced the mainframe PAS generation through the 2000s and 2010s. The AI-native rung above PolicyCenter is still forming; today's AI-native underwriting vendors (Federato, Planck, Akur8) sit on top of PolicyCenter rather than replacing it, because a full policy system carries regulatory, accounting, and reinsurance surfaces that take a decade to reimplement. The incumbent position on this rung is stable through at least the next five-year procurement cycle.
